The Comprehensive Environmental Response, Compensation, and Liability Act was passed in 1980. This Act, commonly referred to as “Superfund,” creates a Hazard Ranking System (HRS) and a list of sites with known releases or threatened releases of hazardous substances, pollutants, or contaminants called the National Priorities List, or NPL. The first NPL was created in 1983 and includes sites with carcinogenic and non-carcinogenic contaminants such as lead, asbestos, dioxins, and radionuclides.
The Remedial Investigation (RI) phase assesses the nature and distribution of the contaminants and assesses the risk to human health and the environment. As part of the RI, treatability testing occurs to determine the best course of action for remediation of the impacted media. The Feasibility Study (FS) evaluates remedial alternatives from the perspectives of cost, risk and time to site closure. The RI and FS are conducted concurrently to allow for a streamlined site cleanup.
