Prepare and negotiate Scopes of Work (SOW) for the Petroleum Restoration Program (PRP) under FDEP guidelines for purchase orders for Agency Term Contractors (ATC). Act as a technical reviewer, liaison and certified contract manager regarding petroleum contaminated sites. Monitor compliance of Florida statues, regulations and FDEP Standard Operation Procedures.. Document management within Duval County, Palm Beach County and Florida Department of Environmental Protection (FDEP) protocols.
Florida Department of Transportation – Lake Worth Service Plaza Station, Mile Post 94 - Palm Beach County Environmental Resources Protection Site Manager for the site investigation of petroleum contamination from discharges in 1986, 1988 and 1999 from the former Underground Storage Tanks (UST) for the old plaza service station which is within ½ mile of an active public wellfield. The contamination extends vertically to beyond 45 feet below land surface (BLS) and having a lateral extent of over 200 feet from the source area. Negotiated scopes of work with the PRP contractor to perform several stages of field activities and reviewed Interim Site Assessment Reports to determine the next course of action.
URS - BP GEMM Alliance - Responsible for supervising and coordinating, petroleum remediation activities for approximately 125 BP Amoco facilities throughout Southeast and Southwest Florida under the FDEP Preapproval Program and Voluntary Cleanup. Responsible for developing work plans for assessment and remediation activities and negotiating work orders with the BP, County and State regulatory agencies. Responsible for developing, monitoring and maintaining internal budgets. Professional Geologist of Record for the Site Assessment Reports, Natural Attenuation Monitoring Plans and Quarterly Monitoring Reports for the project sites in South Florida. Responsible for conducting BP Safety Passport Training for URS personnel and subcontractors working on BP project sites.
BP Special Project – Petroleum Storage Tank Construction - Prepared a Soil Sampling and Management Plan to address petroleum affected soil issues at a former “Land Farm” for the management of excavated and re-worked material at Port Everglades during structural preparation for the construction of a 175,000 barrel petroleum aboveground storage tank. Supervised the soil sampling and coordinated activities between the environmental and geo-technical contractors, and BP’s construction contractors.
Fort Lauderdale-Hollywood International Airport, Terminal 4, Broward County, Florida. - Managed a Contamination Assessment of soil and groundwater impacts in the immediate area of Terminal 4 associated with known petroleum impacts in order to support future Terminal 4 and exit roadway expansion at the airport.
Fort Lauderdale-Hollywood International Airport, Budget Car Rental Facility/Taylor Road Assessment and Remedial Action Plan, Broward County, Florida. - Managing the initial Contamination Assessment Plan which called for the installation of numerous strategically placed, monitoring wells to delineate groundwater impacts at the site. Results of the contamination assessment indicated that concentrations of arsenic within groundwater appeared not to have migrated towards any surface water bodies. A Soil Management Plan will be utilized. An application for Site Closure due to the change of land use with restricted access is in process.
BP Product North America, Jaxport, Jacksonville, Duval County, Florida. - Senior Project Geologist for a Contamination Assessment and Remedial Implementation at two active bulk fuel storage facilities in Jaxport, Jacksonville, Fl. Extensive assessment of free product was performed; remedial strategy allowed for the free product recovery using a sparge curtain for hydraulic control and air sparge with soil vapor extraction remedial system to prevent off-site migration of groundwater. Recycling the recovered product minimized disposal costs. Managing the initial Contamination Assessment Plan which called for the installation of numerous strategically placed, monitoring wells to delineate groundwater impacts at the site. Results of the contamination assessment indicated that concentrations of arsenic within groundwater appeared not to have migrated towards any surface water bodies. State Petroleum Cleanup Contract Foster Wheeler Environmental Corporation, Florida Department of Environmental Protection (FDEP). - Project Manager and Senior Geologist responsible for supervising and coordinating professionals performing petroleum contamination assessment activities and remedial action tasks at over one hundred sites assigned by the FDEP. Directly responsible for maintaining communications with FDEP site managers and property owners throughout all phases of cleanup. Prepared correspondence, cost estimates and change orders on the State Cleanup Contract and the Pre-approval program. Participated with FDEP in the development of "level of effort" tables for labor and equipment rental cost analyses to streamline the estimate preparation and negotiation process. Responsible for preparing, negotiating, and administering subcontractor contracts involving individual tasks up to $150K in value; reviewed and tracked subcontractor performance; and providing overall leadership and stability to the project.
State Cleanup Dry-Cleaning Solvent Cleanup Contract Foster Wheeler Environmental Corporation, Florida Department of Environmental Protection (FDEP). - Conducted site assessment activities and report preparation for the FDEP Dry-cleaning Solvent Cleanup Program in South Florida.
FDEP, Cleanup of Petroleum Contamination Sites Program, M & E Pieco, Inc. - Project Manager and Geologist coordinating the collection and interpretation of geologic and hydrologic field data for groundwater assessment activities including soil and groundwater sampling, surveying, monitoring well installation, and aquifer pump testing. Collecting and reviewing wellfield information for potential contamination impacts. Also responsible for the preparation of Tank Closure Reports, Contamination Assessment Reports (CARs) and Remedial Action Plans (RAPs) for major petroleum companies (AMOCO, SHELL, EXXON, TEXACO) and the METRO-DADE County Transit Authority under the petroleum cleanup reimbursement program. Coordinated remedial activities including soil excavation and disposal activities during tank removals, free product recovery, remedial system startup and operation and maintenance activities for over 50 sites in Dade, Broward, Palm Beach and Collier Counties. Participated on an Emergency Response Team for Dade County and for several private clients.
