MIAMI DADE COUNTY CIVIL & PROBATE COURTHOUSE
NovelE provided technical, engineering and construction feasibility support for this County‐owned project. The project site was previously a public park with a small parking lot. The proposed redevelopment plan includes the construction of a Civil and Probate Courthouse with associated amenities. A six‐foot deep parking basement will be constructed with a concrete foundation mat approximately 9 feet thick below the basement.

NovelE conducted the environmental sample collection, analysis and evaluation and incorporated the findings into the Remedial Action Plan (RAP). For this scope of work, the RAP takes the
form of a Soil Management Plan (SMP) defining procedures to manage arsenic‐ and lead‐impacted soil and groundwater so construction activities will be protective of human health and the environment.

SFWMD SEGMENT 3 PUMP CLOSURE

NovelE conducted environmental consulting services as a
Prime Contractor to the South Florida Water Management
District (SFWMD). The goal of the assessment and source
removal activities was to obtain closure of the April 26, 1999
discharge from an aboveground storage tank (AST) within 2
months timeframe. Site activities were conducted at the
Segment 3 Pump Station in order to facilitate construction
work for the Everglades Restoration Program.
The Segment 3 Pump Station site was a former pump station
that had an AST. In June 2021, NovelE supervised excavation
activities. After the removal of the concrete slabs, NovelE collected soil samples. Additionally, three monitoring wells were installed and groundwater samples were collected for laboratory analysis. Based on the analysis, the samples met the Soil Cleanup Target Levels (SCTLs) and Groundwater Cleanup Target Levels (GCTLs) as
defined by Chapter 62‐777, FAC, respectively.

SFWMD PLANE CRASH ASSESSMENT
On March 25, 2019, a 1969 Beech 95B55 aircraft attempted to land in an open field at the SFWMD C-139 property. The privately owned and operated aircraft sustained substantial damage during the forced landing upon impact with the canal; passengers sustained minor injuries. A witness working the grove drove the three passengers from the plane out to the main road where they met with emergency fire/medical staff.

NovelEsolutions, Inc. (NovelE) provided Prime Contracting services to the SFWMD on this key project. Liza Grudin, PE served as the Engineer-of-Record for this fast-tracked site rehabilitation. Gregory Lee Aumann, Project Geologist, provided the primary field oversight for site activities. An Interim Source Removal Report was submitted on August 9, 2019 to the FDEP South District office. The report was approved with no comments. Ultimately, the discharge was granted a No Further Action (NFA) with issuance of a Site Rehabilitation Completion Order (SRCO) on October 9, 2019.
