Professional Experience Ms. Grudin is a licensed Professional Engineer with over 25 years of environmental engineering and consulting experience. Her varied background includes compliance, pollution prevention, permitting, assessment and remediation design of bulk fuel facilities, retail stations, industrial, commercial, and federal properties. Ms. Grudin is adept at management of large portfolios with multiple, upper level and political stakeholders. She has provided supervisory and engineering support for large permits, remediation design, system construction, and operation and monitoring of federal and state funded, privately funded and consent order sites for multiple Fortune 500 clients. Ms. Grudin takes a leadership role in engaging client and regulatory interactions, building a problem-solving team effort leading to a streamlined and effective site cleanup.

Cape Canaveral Air Force Station Landfill Environmental Compliance, CCAFS, FL: Ms. Grudin was the Engineer-of-Record for this United States Air Force and United States Army Corp of Engineers project aimed at bringing the landfill into compliance. Historical research indicated that the landfill had not been in compliance for some time. An incorrect hydrogeologic evaluation by the previous consultant provided recommendation for background sampling. NovelE corrected the groundwater flow and decreased the scope of work required for compliance. Core services include well redevelopment and rehabilitation, groundwater sampling, aquifer testing, hydrogeologic modeling, and GIS mapping. An Aquifer Performance Test Plan was prepared in May 2020 and is currently under review by USACE, Mobile District.
Cape Canaveral Air Force Station Tar Disposal Site Facility 38835 Source Removal, CCAFS, FL: Ms. Grudin is the Engineer-of-Record for this Interim Remedial Action Construction (IRA-C) phase project being conducted to address areas of known disposal and environmental contamination. The scope of work includes
Patrick Air Force Base, Repair/Replace Fuel Tank Fill Ports Spill Prevention Devices, PAFB, Florida: Environmental Engineer and Engineer-of-Record for integrity testing and closure of four (4) Spill Buckets at AAFES Gas Station on Patrick Air Force Base. Scope of services included: soil sampling, source removal, soil assessment, and regulatory reporting. All site work completed in accordance with Chapter 62-761, Florida Administrative Code.
FY20 Water Quality Data and Sample Collection, 20 Louisville District Reservoirs, KY, OH & IN: Liza Grudin is the Program Manager, QC Manager, and Corporate H&S Manager for this USACE, Louisville project. NovelE is conducting surface water sampling to support the Water Quality Team objectives of the Louisville District Water Quality Program. NovelE was contracted by the USACE, Louisville District, to complete work activities consisting of four major components including scheduling, aquatic physical/chemical/biological data and sample collection, quality control, and reporting. NovelE’s Environmental Technician utilizes a multiparameter sonde system to measure water temperature, specific conductivity, turbidity, oxidation reduction potential (ORP), dissolved oxygen (DO), and blue green algae (BGA) and chlorophyll and collect associated samples for laboratory analysis. This was a competitive Small Business Award to NovelE as Prime Contractor.
United States Department of Veteran’s Affairs, SPCCs Bay Pines VA Healthcare System, St. Petersburg and Cape Coral, FL: NovelEsolutions, Inc. (NovelE) is the Engineer-of-Record and Geologist-of-Record to the United States Department of Veteran’s Affairs for environmental consulting services at their Bay Pines Healthcare System. The Bay Pines Healthcare system consists of 9 facilities along the western coast of Florida. NovelE is a key subcontractor on this 5-year, $4.16 million IDIQ to ACT Safe, LLC, a SDVOSB.
Liza Grudin was the Engineer-of-Record for modifications and updates to the existing Spill Prevention and Control and Countermeasure (SPCC) plan for the 337-acre Bay Pines VA Healthcare facility and the 30-acre Lee County VA Healthcare Clinic. The Environmental Protection Agency (EPA) requires commercial facilities with above ground petroleum storage systems to maintain a SPCC plan. A SPCC plan is designed to protect public health, public welfare, and the environment from potential harmful effects of oil/petroleum discharges to navigable waters and adjoining shorelines. The five-year review conducted by NovelE provided corrections to tank information, facility locations, and updates to the overall facility infrastructure.
United States Department of Agriculture, ARS Sugarcane Field Station, Canal Point, Palm Beach County: Project Manager and Engineer-of-Record for expedited removal of two 2,000-gallon ASTs along with the containment wall and stairs. Based on the field screening and laboratory analysis, no further assessment was requested in a formal regulatory Tank Closure Report submittal. The report was approved with no comments from the local regulatory agency. This was a sole source 8(a) set-aside award to NovelE as Prime Contractor.
Duke Energy Citrus Combined Cycle Plant, Crystal River, Florida: Ms. Grudin prepared the initial Best Management Practices/Pollution Prevention Plan (BMP3 Plan) for stormwater controls at this newly activated energy plant. The CCC is a natural gas-fired, combined cycle combustion turbine generator (CTG) facility with a total of 1,640 Megawatt (MW) electrical power generating capacity. Four stormwater detention ponds, surrounding the main buildings, are utilized to collect and treat stormwater runoff. An Industrial Wastewater (IWW) Percolation Pond is located northwest of the combined cycle power blocks. Process IWW is treated by an oil/water separator system prior to discharge to the percolation pond. Domestic Wastewater (DWW) is also processed and sent via sumps to the percolation pond. The IWW Percolation Pond contains an emergency overflow structure to isolated wetlands. The percolation pond is designed to contain permitted wastewater flows plus rainfall generated by a 25-year/24-hour storm event. Overall onsite activities encompass approximately 193 acres of the property with the remainder as undeveloped land. The purpose for the development of this BMP3 Plan was to maintain and monitor stormwater discharges at the CCC Station and minimize potential adverse impacts to the onsite and surrounding soil, surface water, groundwater, and ecosystems. This BMP3 Plan consisted of the development and implementation of best management practices, and the establishment of provisions, protocols, and responsibilities for maintaining and monitoring the stormwater at the CCC Station. Ms. Grudin was the Engineer-of-record for the BMP3 Plan and prepared training materials to accompany the new Plan.
United States Coast Guard Station, Fort Myers Beach, Lee County: Project manager for removal of aboveground storage tank (AST) and replacement activities. Provided oversight for all field activities, coordinated the field schedule, and completed all report documents. The scope of work included the removal, cleaning and proper disposal of a 150-gallon diesel AST providing fuel for the onsite generator. Scheduling was conducted during non-hurricane season in conjunction with USCG personnel. A 100 KW generator was rented to provide backup power in case of emergency. The existing tank slab was removed and properly disposed. A crane was utilized to set the new 250-gallon Convault AST. The scope of work also included installation of all components, and startup and load testing. All site activities were conducted within limited spacing in close proximity to the existing building and seawall. Hillsborough Area Regional Transit Authority (HART), 21st Avenue Remediation Project, Tampa, FL: Liza Grudin, PE served as the Engineer-of-Record and Sustainability Lead for this $1.7M contract from 2015 to 2018 providing comprehensive environmental consulting activities. Ms. Grudin worked hand-in-hand with HART staff to develop and implement sustainable BMPs, SOPs and WIs within their ISO-compliant Environmental Management System (EMS). Ms. Grudin was the principal Environmental Engineer for bi-weekly onsite support as the technical lead for RCRA, CERCLA, EPCRA, AST, ISO compliance, and planning activities. Ms. Grudin provided technical expertise and oversight for water quality tasks including SPCC and P2 training, and major SWPPP updates. She developed regulatory compliant Tank Inspection and Outfall Inspection forms, bringing Waste Management SOP into regulatory compliance and incorporating ISO Audit findings, Spill Response SOPs, and Objectives, and a Targets and Program Actions document for Waste Minimization and Recycling.
Port Everglades, Hollywood, Broward County: Ms. Grudin was the Project Manager and Engineer of Record for environmental petroleum cleanup activities for the Port Everglades Environmental Corporation (PEECO) from 2011 through 2014. She worked closely with the Broward County Port Everglades Department’s Assistant Port Director, and the regulatory lead, FDEP’s Site Manager and Director Division of Waste Management, for this high-profile site. The expedited work under this contract exceeded $980k.
Petroleum, Multiple sites: From 1998 to 2011, Ms. Grudin provided support to her prior firm’s BP contract as Staff Engineer, Project Engineer, and Senior Project and Area Manager for the Southwest Florida Division of BP. Ms. Grudin was responsible for project management of BP-owned and divested properties, including two bulk fuel facilities at Port Tampa Bay, where BP retained their environmental liability. Her team of staff worked on over 100 sites during this timeframe. Site activities included vapor intrusion, soil and groundwater assessment and remediation, remedial action construction, bioremediation, remediation by natural attenuation, risk assessment, and risk-based closure. Total contract value managed directly by Liza Grudin exceeded $7.5M.
